摘要
农业适度规模化经营是农业现代化的必由之路,而科学合理的农地承包经营权流转模式是实现该目标的关键。采用系统分析和案例对比的研究方法,在借鉴国内典型区域流转模式的基础上,结合我国实际尝试构建了"土地市场+土地银行"的农地承包经营权流转模式,并阐述了其在推动农地承包经营权市场化制度上的支撑和保障作用。研究结果表明:该模式给予了农户自主选择的权力,为承包经营大户解决了资金问题;政府的监管降低流转后产权利益纠纷风险。研究结果为政府制定农地承包经营权流转决策提供了有力的技术手段和理论支撑。
Moderate scale agricultural operation is the only way to modernize agriculture,and a scientific and rational transfer mode of agricultural land contractual management rights is the key to achieving this goal.Methods of system analysis and comparative cases were employed in this study.On the basis of drawing lessons from the transfer models of typical regions in China,this paper established a transfer model of agricultural land contractual rights（land bank＋land market）according to the fact of the land market in China,and described the system supporting and ensuring role in the in the promotion of agricultural land contractual rights market-oriented.The results showed that the transfer model of agricultural land contractual rights gave farmers the power to choose models and solved the funding problem for big business contract,which could reduce the risk of conflict of interests after the transfer of property rights because of regulation.The results could provide theoretical support and technical means for transferring decisions of agricultural land contractual rights.
