摘要
为提高应急救援效率,节约物流成本,应基于商业物流配送中心对应急救援行动的影响,构建应急物流设施定位-分配问题(LAP)模型。考虑受灾点人口密度、人员伤亡比例、老人与儿童比例、设施受损程度4个指标,运用逼近理想解排序法(TOPSIS)将各受灾点按救援需求相对紧迫程度排序,确定各受灾点物资分配的优先度;对于灾前已有与灾后建立的物流设施点,从商业物流配送中心是否参与应急救援行动方面考虑构建LAP模型。所建模型被应用于荆江防洪中的荆州市,其有效性得到验证。
It was held by the authors that in order to improve the efficiency of emergency relief and save logistics cost, based on the influence of commercial logistics distribution centers on emergency relief activities, an LAP model should be built for emergency logistics facilities. Four indicators were identified, such as population density of affected sites, the proportion of casualties, the proportion of elderly and children and damaged degree of facilities. The TOPSIS method was used to sort the relative urgency of relief demand of all affected sites, and determine the priority of emergency logistics distribution for every affected site. For pre- disaster and post-disaster logistics facilities, a LAP model was built from the aspect of commercial logistics distribution centers were or not involved in emergency relief operations. The model was applied to Jingjiang flood protection case study.Effectiveness of the model was demonstrated.
