摘要
针对现有民用机场应急预案评估方法指标体系缺乏系统性、缺乏量化评估模型等不足,提出包含预案完整性、可操作性、灵活性、经济性、快速性五个要素属性的机场应急预案评价指标体系。应用网络层次分析法确定指标权重,并采用逼近理想解排序方法对不同预案进行排序。通过对机场内航空器相撞起火应急预案质量进行评价分析,验证该方法的可行性与有效性。
In view of the lack of systematicity in the existing civil airport emergency plan evaluation method and the lack of quantitative evaluation model, the airport emergency plan evaluation system including five elements of project integrity, operability, flexibility,economy and rapidity is proposed. The network hierarchy analysis method is used to determine the index weights, and the TOPSIS method is used to sort the different plans. Finally, the feasibility and effectiveness of the method are verified by evaluating the quality of the aircraft emergency response plan in the airport.
