摘要
随着“碳达峰、碳中和”形势的发展和石油运输企业应急管理工作的不断深入,加强危化品应急体系建设和业务管理越来越受到各级领导的高度关注和重视。该文从企业应急业务管理现状入手,分析了石油运输企业应急管理工作中的不足点,总结了石油运输企业应急管理工作改进提升的主要因素,对石油运输企业应急管理体系研究、应急响应、应急现场处置流程等三方面进行阐述,在"双碳"目标下,构建了石化应急业务新型管理模式,以及如何进一步提升危化品应急业务管理水平提出了一些可供参考的建议。
With the development of the"carbon peak,carbon neutral"situation and the continuous deepening of emergency management of oil transportation enterprises,strengthening the construction of emergency system and business management of hazardous chemicals has received more and more attention from leaders at all levels.This paper starts with the status quo of enterprise emergency business management,analyzes the deficiencies in the emergency management work of oil transportation enterprises,and summarizes the main factors for the improvement and improvement of the emergency management work of oil transportation enterprises.Three aspects including the on-site disposal process are expounded.Under the"two-carbon"goal,a new management model for petrochemical emergency business is constructed,and some suggestions for reference are put forward on how to further improve the management level of hazardous chemicals emergency business.
