摘要
本文通过对信息化进程中图书馆信息技术管理到信息技术治理理念的考察,分析了二者之间的关系,并基于治理理论审视图书馆信息技术的发展,建立了图书馆信息技术治理体系与治理能力组织架构。认为图书馆信息技术治理体系建设需要从组织架构、关系机制、实施流程等方面进行信息技术整合,以促进图书馆价值、战略、资源、风险、绩效的高度统一和协调发展;针对图书馆信息技术治理能力指出,战略性决策能力是图书馆信息技术治理能力的核心,信息化变革能力是促进信息技术治理的重要动力,同时要提升系统性整合能力以保障信息技术治理的效果。
Based on the study of the change from library information technology management to information technology governance in the informatiza tion process, this paper analyses the relationship between them. Based on the governance theory, it reviews the development of library information technology, and constructs an organization framework of library information technology governance system and governance capacity. It points out that the system construction of information technology governance of library should make integration from aspects of organization framework, relation sys- tem and implement process, in order to improve the high unity and coordinated development of library value, strategy, resource, risk and performance. In connection with the library information technology governance capacity, this paper points out that the strategy decision capacity is the core of perfec- ting information technology governance, and the informatization change capacity is the important power of promoting information technology governance in library. At same time, it should improve the system integration capacity to ensure the effects of information technology governance.
