摘要
工程社会稳定风险评估已是当前工程技术风险评估的重要内容,而评估主体性问题是决定风险评估成效的核心问题。工程职业协会以独立性、客观性和公益性特征成为最为合理的评估主体。在遵守知情同意原则、利益和风险分配公正原则、预防原则的基础上,工程职业协会推进技术风险的识别与沟通,促进公众对工程风险评估结果的信任和认可;利用伦理周期模型,更为细致地审查工程风险带来的各种道德问题,达成一个多元道德反思的平衡,确定公众可以接受的工程风险,实现工程良性发展,保障公众的安全、健康和福祉。
Engineering social stability risk assessment is an important part of the current technology risk assessment, and assessment of subjectivity has become the core issue to determine the effectiveness of risk assessment. The engineering professional association has become the most reasonable evaluation subject with the characteristics of independence, objectivity and public welfare. In compliance with the informed consent principle, benefit and risk distribution justice principle and the precautionary principle, engineering professional associations promote technical risk identification and communication, and advance the public trust and approval of risk assessment; by utilizing ethical cycle model, engineering professional associations review various moral problems in more details created by the engineering risk so as to reach the balance of a wide moral reflection, make it acceptable for the public, achieve healthy development of engineering, and ensure the safety, health and welfare of the public.
