摘要
进入21世纪以来,中国迅速崛起,美国实力相对下降,中美似将陷入历史上崛起大国与守成大国的"修昔底德陷阱"。在这样的大背景下,中美要避免双方关系滑向冲突,需建立一种新兴国家与传统大国之间的新型大国关系。同时,随着全球化的深入发展,全球性问题的蔓延,全球治理成为当前国际社会的重要关切,也为中美构建新型大国关系提供了新的平台。中美在全球治理中都面临着巨大的治理压力与挑战,也存在一定的利益契合点,两国在全球治理中既有合作,也有分歧。在诸如全球经济治理、气候变化、反恐、核不扩散等问题上,两国已有了一定水平的合作,建立了相应的合作机制,并取得不小的成就。但在诸如太空、海洋、网络空间等全球公域问题上的权势分配与行动自由度的运用等方面,两国分歧仍旧较大。对于中美两国来说,全球治理包括以谅解与自制的精神管理好涉及两国在新的公域问题上的分歧与冲突,超越战略互疑,增强互信。两国应该从"不冲突、不对抗"的原则出发,加强对话、增进互信、发展合作,探寻危机管控的机制。通过对双边的危机管理的进展,进一步推动全球治理中的合作,提升合作程度与层次,以助于中美形成长期稳定的合作框架,避免陷入"修昔底德陷阱",实现新型大国关系的构建。
Since the 21 st Century,China has a rapid rise while the power of U. S. is relatively declining. China-US relationship seems to move towards the Thucydides ' trap between the rising and established powers. Under such macro-circumstance,both two countries are supposed to avoid moving towards conflicts,and need to build a new model of major-country relationship between the emerging countries and the traditional ones. On the other hand,as the further development of globalization and the spread-up of global problems,global governance has become a major concern of the international community. Meanwhile,it also provides an additional platform for U. S. and China to build new model of major-country relationship. Both two countries are facing the great pressures and challenges on global governance,but they also share some common interests. Conclusively,they have cooperation as well as disputes in the fields like global economic governance,climate change,counterterrorism,and nuclear nonproliferation; both of them have cooperated in certain level. Also,they have established the corresponding cooperation mechanism and made progress. In some other fields,however,there are wide disagreements between China and the U. S.,such as the power distribution and capability of action freedom in space,ocean,cyberspace and other global concerns. For China and the U. S.,their issues of global governance can be involved in the collaborative management of disagreements and disputes on their global concerns,which need them to restrain from strategic suspicion and enhance trusts by mutual understanding and self-disciplined perspective. Both countries are supposed to strengthen dialogue,develop mutual trust and cooperation,and seek for the proper mechanism on risk management. Through making the progresses on bilateral risk management,both countries can further promote the cooperation on global governance,and upgrade the extent and level of the cooperation. These methods can contribute to form the stable Sino-US cooperation framework in long-
