摘要
20世纪60年代末70年代初,中日台两国三方围绕钓鱼岛的主权争端已经公开化、敏感化,是战后岛争问题严重化的源起。对其后两国政治谈判而言,岛争已是现实障碍。本文着重探讨"‘1972年体制’对岛争的处理"及"岛争对‘1972年体制’的影响"两个问题。认为:一方面,"有意搁置"是双方共识,日本没有对搁置明确提出异议,是"1972年体制"能够成立的前提;另一方面,"1972年体制"对此问题的处理有其客观局限性,当前十分有必要首先在危机管控上做弥补。
In the late 60s and early 70s, The sovereignty dispute of the Diaoyu Islands among China's Mainland, Japan and Taiwan has become open and sensitive, from which the territory disputes is getting worse in the postwar period. For later political negotiations between the two countries, the island dispute has been a realistic obstacle. This essay mainly focuses on the process and impact of Diaoyu island dispute under the “1972 System”. The article argues that “intentionally shelved” was the consensus of both sides, Japan didn’t explicitly raise the objection which becomes the prerequisite of establishing the “1972 System”. On the other hand, the objective limitations of the “1972 System” entails the conscious effort on crisis control.
