摘要
府际目标治理具有鲜明的中国国家治理特色,这种治理方式的历史形成与我国干部考核制度演化相紧密地绞合在一起,内嵌于我国放权性的央地制度环境之中,与府际权力运行方式相融合。由于府际权力运行方式在地方层面所表现出的差异性,府际目标治理可以区分为科层式和动员式两种治理形式,相应地其治理机制可以区分为科层式组织治理机制和动员式组织治理机制两种类型。从治理效果方面看,府际目标治理是上级政府形塑下级政府行为重要治理手段,同时也是地方政府实现政治、经济和社会管理职能的一种重要治理方式。
Intergovernmental target -oriented governance bears some distinctive characteristics of Chinese government involvement, which are closely related to the evolution of China' s cadre assessment system, embedded in the context of decentralization in the relationship between the central and local governments and mixed with the patterns of manifestation of intergovernmental powers. Based on the differences of the patterns of manifestation of intergovernmental powers, the intergovernmental target -oriented governance can be divided into two patterns: bureaucratic and mobilized, and in accordance, the governance mechanism can also be divided into two types: bureaucratic and mobilized. Judging from the efficiency, the intergovernmental target - oriented governance is an important administrative measure for the governments of higher levels to manipulate the governments of lower levels, and meanwhile, it is also an important administrative pattern for the local government to realize its functions in politics, economy and social management.
