摘要
优良的气象灾害防御体系是减轻气象灾害损失的重要保障。利用具有风险评价功能的新预警系统理论,构建了新型气象灾害预警系统的概念结构。基于这个概念结构,构建了气象预警能力评价方法和天气预报响应风险评价方法。这两个方法阐明了气象预警和天气预报在气象灾害风险防范中的作用,并且定量地表明气象预警系统中的气象灾害风险分析与气象预警能力的关系。
In order to enhance the meteorological disaster prevention level,the author build the new concept structure of the of meteorological disaster warning system according to the new theory of early warning system. Based on the relationship between the early warning and risk analysis of meteorological disasters,the meteorological early warning capability evaluation method and the forecast risk assessment method are proposed. These two methods illuminate the role of the meteorological early warning and weather forecast in prevention of meteorological disasters. The meteorological disaster risk analysis in meteorological early warning system can improve the meteorological early warning ability and enhance the capacity of meteorological disaster prevention.
