摘要
随着创新驱动发展理念的深入,地方高校已从单一注重海外引才规模到关注如何为引进人才创造良好的创新创业环境,发挥引进人才的最大效用。文章着眼于海外高层次人才的个性化特质,从人力资源的激励、配置、使用、开发视角,针对地方高校引进海外人才中存在的问题,提出完善人才激励模式、优化人才流动配置、创新人才评价体系、拓宽人才培养方式等对策建议。
With the permeated concept of innovation-driven development,the focus of local universities spread from the scale of overseas talent introduction to how to create a favorable environment for innovation and entrepreneurship,and how to make the talent introduction play the most role.This article focuses on the personalized character of the high-level overseas talent,from the perspective of excitation of human resources,configuration,use,and development,and gives recommendations on how to improve the excitation model,how to optimize the configuration of talent flow,how to create talent evaluation system,how to develop the talent training mode and other countermeasures in reaction to the existed problem of overseas talent introduction.
