摘要
外文图书供应商在中标后存在不能按照应标承诺诚信履约的现象。外文图书采购人员依据合同进行履约管理,有利于提升外文图书采购工作水平,也可以使图书馆与优质外文图书供应商保持长期稳定的合作。文章根据外文图书采购工作实践,指出图书馆外文图书供应商在工作中易发生的偏差,提出通过签订详细的供货合同、制定严格的惩罚措施、建立合理的履标评价机制等措施,使履约管理制度化、正规化,实现图书馆与外文图书供应商的共赢。
It is beneficial to improve the acquisition of books in foreign languages and to maintain a stable longterm relationship between library and quality book suppliers, if acquisition librarians manage book suppliers' performance on the contract basis. This paper indicates the shortages in library acquisition of books in foreign languages and proposes to institutionalize and formalize the performance management by concluding a detailed supply contract, making strict punishment provisions, and building a reasonable performance evaluation system, thus creating a win-win situation for library and foreign language books suppliers.
