摘要
规范的履标报告是评标时的重要参考资料,是对中标书商进行监督与考核的措施。撰写履标报告,应按照定性分析与定量分析相结合、必要性与可行性兼备的原则设计个性化的考核指标体系;选用不同的方法进行分析与评价,有效采访数据总量、重点出版社数据覆盖率、整体到货率、重点出版社到货率、到货错误率可采用定量分析方法,采访数据的质量、信息反馈、物流配送、个性化服务适合定性分析方法;根据上述指标的分析结果,总结本年度图书供应商的达标情况,并对书商进行比较,对下一年度招标工作提出建议。
Report on Chinese Book Suppliers＇ performance of contract is an important reference for biding evaluation in tender committee and an effective measure to appraise book suppliers.A personalized index system for a normative report should be designed with the consideration of qualitative analysis,quantitative analysis,and the principle of necessity and feasibility.Different methods are adopted to analyze and assess the qualifications of book suppliers.For example,quantitative analysis is fit for assessing the valid acquisition bibliographic data,key publisher coverage,book arrival rate,error rate of book arrival;while the qualitative analysis are usually used to evaluate acquisition data quality,information feedback,logistics,personalized services.According to the analysis mentioned above,a summary report regarding suppliers＇ performance can be made,and suggestions can be offered for next bidding,after comparing the suppliers with each other.
