摘要
运用熵值法与耦合协调度模型相结合的方法分析,对广西北部湾经济区2001-2013年人力资源与区域经济发展耦合协调度,以考察两者的协调发展水平和互动影响程度,研究表明:经济区的人力资源与区域经济耦合协调度从最初的中度失调发展到初级协调,逐年稳步提升,但偶和协调度还处在比较低的水平,且从2008年开始基本属于人力资源发展滞后型。人力资源滞后于经济的发展主要体现在人力资本总量不足、人才专业结构与产业结构发展不相匹配、人力资源在产业结构中的分布不合理、配置效应低、人力资源能力不够高、人力资源流动不活跃等方面。今后要注意加强人力资源发展的战略规划、加大教育经费投入力度,提高人力资本总量水平、改革中高等教育人才培养机制,根据产业发展趋势调整人才培养的专业结构、完善人才服务管理机制,提高人才服务的质量水平等。
In order to study the coordinated development level and interactive influence degree of human resources and regional economic development, this thesis combines entropy evaluation method with coupling degree model to analyze the coupling coordination degree in Guangxi Beibu Gulf Economics Zone from 2001 to 2013. Although the coupling coordination degree between human resources and regional economy is still on lower level, the research shows that the coupling degree between them rises gradually year by year, but still remains a low level, and the development of human resources have lagged behind the economic development since 2008. The lagging reflects in several aspects： the insufficiency of human capital, the incompatibility between talent professional structure and industrial structural development, the unreasonable distribution of human resources in industrial structure, low allocation effect, low human resource capability, inactive flow of human resources, etc. The authorities should strengthen the strategic planning of human resources development, increase the investment in education, improve the level of human resources quantity, reform the talent training mechanism in secondary and higher education, adjust professional structure according to the industry development trend, and promote the quality of talents. Thus human resources and regional economy should integrate effectively and develop coordinately.
