摘要
中国正处于全面建成小康社会的决胜期,彻底解决农民因病致贫、因病返贫的问题,已成为当下农村脱贫必须攻克的重大难题。经济新常态的到来,一方面使农村困难群体的生命健康与生存安全遭遇风险危机的几率大幅提升;另一方面也对农村医疗福利政策的托底能力提出了更高要求。历经十多年的渐进增量型改革,农村医疗福利政策在实际运行中仍然存在诸多问题、面临诸多考验,政策托底能力尚显不足。在经济增速放缓和政策边际效益递减的背景下,必须将政策建设重心由增量改革适时调整为存量优化,更加重视福利供给的结构、效能与质量。从存量优化的思路出发,以精准性和协同性建设为导向,优化农村医疗福利政策的内在结构和功能定位,提升政策的托底质量和效能,无疑是当下最为首要的任务。
The arrival of the new economic norm,on the one hand,increases the occurrence odds of risk and crisis in rural disadvantaged groups. On the other hand,it also put forward higher requirements for underpinning ability of the rural medical welfare policy. After 10 years of progressive incremental reform,there still exist many problems in rural medical welfare policy. And its underpinning ability is obviously insufficient. In the context of economic slowdown and diminishing marginal benefit of policy,the focus of policy construction should be adjusted from the incremental reform to the storage optimization,and pay more attention to the structure,efficiency and quality of the welfare supply. From the storage optimization method,oriented by precision and synergy construction,optimizing internal structure and function optimization of rural medical welfare policy,improving quality and efficiency of the policy underpinning is undoubtedly the primary task at present.
