摘要
本文深刻剖析了美国、欧盟和英国金融危机以来对系统重要性银行加强监管的具体措施,从金融监管框架、审慎监管标准、风险防范和处置、市场监管和约束四方面,对美、欧、英监管系统重要性银行的做法进行比较分析,结果发现:国外在系统重要性银行监管方面,积极构建系统重要性银行的监管框架,注重宏观审慎与微观审慎相结合,扩大监管范围,努力填补监管漏洞,建立大型问题银行特殊处理机制,基于消费者保护的视角加强对系统重要性银行的监管,加强国内外监管部门间的协调合作。
This paper deeply analyzes the specific measures of strengthening supervision on systemically important banks by the United States, the European Union and the United Kingdom since the financial crisis. It compares the supervision measures of these three entities from four aspects: financial regulatory framework, prudential supervision standards, risk prevention and disposal, market supervision and restraint. The result shows that foreign countries have actively built the supervision framework for the systemically important banks, emphasized the combination of macro-prudential regulation and micro-prudential regulation, expanded the supervision field and filled the regulatory loopholes by efforts, constructed special handling mechanism for large scale banks with problems, deepened the supervision on the systemically important banks from the perspective of customer interest protection, strengthened the coordination and cooperation between domestic and foreign regulatory authorities.
