摘要
行业协会以决策咨询、管理与服务的形式参与现代职业教育治理,其基本价值追求在于实现"令各方满意的高质量职业教育"。治理实施的实质即网络治理,呈现为网络型治理结构与网络化治理过程。从网络治理"点"、"线"、"面"与"流"的角度考察,发现行业协会参与动力不足、组织能力偏弱,专门责任机构缺乏,参与管理无序以及有效参与治理职能未充分彰显等问题。实现职业教育"善治"与追求公共利益最大化的思路有三:明确职业教育治理理念,强化行业协会的责任意识;提升决策咨询、管理与服务效能;完善法律政策制度体系,确保治理有序运行。
The industry associations participate in the modern vocational education governance with the basic forms of decision-making consultation,management and services,whose basic value pursuit is to realize the idea that'high-quality vocational education satisfies the all'.Governance in vocational education practice in essence is network governance,presented as network structure and networking governance.From the perspectives of'dot','line','surface'and'flow'of the networking governance,industry associations are confronted with the following dilemmas:weak motivation in participation and poor organizing ability;lack of special responsibility agencies leading to disorderly governance;and inefficient governance functions.There are three thoughts to realize the'good governance'of vocational education and maximize the public interests:the clear vocational education governance philosophy,the responsibility consciousness;efficient functions of decision-making consultation,management and service;the complete system of laws;mechanism to ensure the well-organized governance.
