摘要
上海自贸区自成立以来,在实践过程中形成了一系列行之有效的制度,主要体现为"四项制度创新"和"三大保障体系"。为借鉴上海自贸区建设的有益经验,各地均对上海自贸区建设的主要经验进行认真学习,并加以积极地复制推广。但是,上海自贸区建设仍存在着一些问题,在一定程度上削弱了自贸区建设的效果。各地在复制上海自贸区制度经验的时候,必须对上海自贸区建设经验进行全方面检视,把握科学的复制原则和精准的复制方法,才能结合实际扬长避短,不断推进制度创新,从而实现经济稳定增长。
Ever since the establishment of China(Shanghai) Pilot Free Trade Zone, a series of effective system experience have been formed in the practical process, and they could be manifested as '4 institutional innovations' and '3 guarantee systems'. In order to adopt beneficial experience from the construction of China( Shanghai) Pilot Free Trade Zone, every local government have studied seriously and replicated its construction experience. However, some problems still exist concerning the construction of China( Shanghai) Pilot Free Trade Zone, and to some extent, they have weakened the effect of the construction of the zone. Therefore, when replicating these construction experiences, they should be carefully examined. Meanwhile, scientific replication principles and precise replication methods should be adopted. Only in this way,could different local governments be in connection with their reality, make best use of the advantages and realize a stable economic growth of their regions.
