摘要
建立公平的竞争机制是中国电信业对外开放的基本前提,竞争机制的建立离不开竞争法制。本文在借鉴国外公平竞争法律制度经验的基础上,针对我国电信业发展的实际,设计了电信业对外开放的竞争规则,最后提出了健全我国电信业对外开放竞争机制的法律建议。
A fair competition system is the prerequisite for the China telecommunication market to open to the foreign capital investment, and the establishment of a competition system cannot go without legal rules. Using the experience of other countries for reference, the paper lays out the competition rules of opening of the telecom service market in China. Finally, legal proposals are made for setting up competition systems.
