摘要
随着近日第三批自由贸易试验区的挂牌,我国自由贸易试验区建设进入了新的阶段。自由贸易试验区建设的核心是通过制度创新,助推全面深化改革、提升政府治理能力和对接国际经贸新规则。上海、广东、天津和福建作为自由贸易试验区的先行试点,在实践中积累了可复制可推广的经验,但也存着政府管制未能有效松绑、对非试验区的"虹吸效应"和相关法规的跟进等问题。下一步的自由贸易试验区建设应该注意处理好政府推动与市场决定的关系、试验区与非试验区的协同并进、"改革创新"与"于法有据"的关系,简政放权与事中事后监管等问题。
With the listing of the third batch of the Pilot Free Trade Zone recently, the construction of China' s Pilot Free Trade Zone has entered a new stage. The core of the construction of the pilot free trade area ,through the system innovation, is boosting the comprehensive deepening of reform, enhancing the government's governance capacity and docking international economic and trade new rules. As the first pilot of Pilot Free Trade Zone, Shanghai, Guangdong, Tianjin and Fujian have accumulated the experience, which can be replicated and be promoted in practice, but also exist problems such as government regulation failed to loosen, and there is no the relevant regulations to the "siphon effect" of the non-pilot zone. Therefore, the next step in the construction of Pilot Free Trade Zone should pay attention to the relationship between the government promotion and the market decision, the cooperation be- tween the pilot zone and the non-pilot zone, the relationship between "reform and innovation" and "legal evidence", administrative simplification and so on.
