摘要
反恐刑事政策对于指导和促进反恐刑事法治至关重要。反恐刑事政策就是国家遏制恐怖活动犯罪的刑事对策。我国应当确立和贯彻四项反恐刑事政策:一是宽严相济、以严为主;二是标本兼治、重在治本;三是打早打小、预防为主;四是注重国际合作。
Criminal Policy on anti-terrorism has been playing a crucial role in promoting and guiding criminal law and practice anti-terrorism.Criminal Policy on anti-terrorism is also a kind of countermeasure for government to fight terrorist crimes.It is proposed that the policy should establish and implement four elements in China：（i）to combine punishment with severity and leniency,with strictness as priority;（ii）to resolve current problems and eliminate the roots,with focus on the fundamental issues;（iii）to punish crimes in their early stage,taking prevention as the main concern;and（iv）to enhance international cooperation.
