摘要
刑罚预防是犯罪预防体系中的很重要的一个环节,但不是犯罪预防的主要手段,只有具备一定的条件,刑罚预防才能达到人类所预期的效果。刑罚预防在取得积极效果的同时也必然会给犯罪预防带来一系列消极的影响。因此,在整个刑罚预防体系中,仅仅依靠刑罚的力量还是不足以遏制犯罪,必须把刑罚预防与一些犯罪预防措施结合起来,形成有机和谐的系统。
Punishment prevention is an important part in the system of crimes committing prevention system, but not the main means of crimes prevention. Only under certain circumstances can punishment prevention achieve the expected effect. In the meanwhile punishment prevention will take series of influence for the crimes committing prevention. Therefore, in the whole punishment system, it＇s not enough to control crimes just depending on punishment. It＇s expected to combine punishment prevention and some means of crimes committing means so as to form organic and harmonious system.
