摘要
网络问政是互联网技术支撑下的公民政治参与的新形式和政府治理的新方式。网络问政的新发展对于推进服务型政府的建设、实现政府治理能力的现代化,以及构建和谐社会都具有极大的促进作用。当前网络问政过程中存在政府网络平台建设滞后、公信力不高、权威性不强,政府职能机构在网络问政中管理缺失,网络问政中的不平等性、非理性、非规范性等问题,因此应加强网络平台建设、增强官员网络问政意识、健全网络问政机制、培养网民网络道德意识等,推动网络问政良性发展。
Governance through Internet is a new form for governments to administrate and citizens to participate in politics. The development of governance through Internet plays a great role in promoting the construction of service-oriented government, realizing the modern- ization of the government management ability, and constructing a harmonious society. How- ever, problems including the backward in establishing the platform for governance through Internet, weak credibility and authority, lack of governmental management, equality, ration- ality and regulations still exist. In order to achieve the benign development of governance through Internet, establishment of network platform should be strengthened, administrators＇ awareness should be enhanced, relative mechanism should be improved and Internet moral consciousness of netizens should be cultivated.
