摘要
官僚制组织是在工业社会取得了无比成功的组织形式,但是,它却是一个等级化的组织,在行为特征上是以控制为导向的。官僚制组织的等级化是与近代以来平等、自由的政治文化相悖的,却又是组织管理所必需的。官僚制组织的控制导向在工业社会的低度复杂性条件下是有效的,却又包含着自反的运动方向。在走向后工业社会的过程中,官僚制组织的等级化将被扬弃,它的控制导向也因社会现实的复杂性和不确定性而变得不可能。后官僚制时代将是合作制组织发挥作用的时代,合作制组织将取代官僚制组织而成为主导性的社会组织形式。
The bureaucratic organization is the result of successful industrial society, but, as a stratified organization, it is characteristically control-oriented. Though contrary to the political culture of equality and liberty in modem age, the stratification is of necessity to any organization and management. Its control-oriented feature is effective in the industrial society under low-level and complex conditions although it contains the roots against its own. During the process towards post-industrial society, the stratification in bureaucratic organizations will be discarded and its control orientation will become impossible owing to the complexity and indeterminacy of social reality. The age of post-bureaucracy will be marked by interplay of co-operative organizations, which will become the leading social organization, replacing the bureaucratic organization.
