摘要
大力开发西部高校人力资源,是我国西部高等教育发展的重要一环。基于资源配置视角,以高校人力资源两大指标(教师数、在校学生数)为标准,采集东、中、西部地区2009—2013年的数据,利用比较分析法和时间序列法剖析高校人力资源的分布情况和西部高校人力资源的发展规律,结果表明:与中、东部地区相比,西部地区高校人力资源数量最少、低于全国平均水平且增长速度较缓慢,同时西部高校高层次人才的校均数量较少,整体科研能力相对较弱。预测结果表明,未来几年西部地区高校人力资源发展总态势良好,但高校师资数量仍然短缺,且对人才的吸引力不足。西部高校应提升自身竞争力,重视师生的发展,以人为本,吸引并留住人才,同时政府政策应适当倾斜,支持西部高校发展,缩小与中、东部的差距。
Vigorously developing the human resources in the western universities is an important part of high- er education in the western China. Based on the resource allocation zone, two indicators of human resources uni- versities (number of teachers, students in school) are used to collect the data from eastern, central and western region from 2009-2013, and the distribution of university human resources in all regions and development regu- lar of university human resources in western region are parsed by the comparison analysis, time series method. The results show that compared with the central and eastern regions, the number of university human resources of the western region is the least, below the national average and the growth rate is slower, at the same time, the number of high-level personnel in western universities is fewer, the overall research capacity is weak. The pre- diction results show in the next few years, the general situation of human resource development of western univer- sity is good, but the number of teachers is still in shortage, and the attraction of western universities is weak for talent. Western universities should enhance their competitiveness to attract and retain talent, and be people-ori- ented, concerned the development of the western university teachers and students. Also, the government should be preferential appropriately on policies to support the development of western universities, narrowing the gap between the central and eastern region.
