摘要
水土流失已成为中国最严峻的环境问题之一,防治水土流失,建立并完善水土保持生态补偿机制是促进社会与环境和谐发展的迫切要求。在立足于已有的水土保持生态补偿理论研究和实践的基础上,从经济学角度和现实意义指出建立水土保持生态补偿机制的必要性,分析其在现有法律、资金来源和补偿方式上存在的问题,并针对这些问题提出相应的建议。
Water and soil loss is one of the most serious environmental problems in China.The prevention and control of water and soil, and the establishment and improvement of compensation mechanism for water and soil conservation has been imminent. Based on existing theory and practice of ecological compensation, the significance and existing problems were explored, and corresponding countermeasures were proposed.
