摘要
矿产资源开发造成的水土流失会危害水土生态环境,水土保持补偿制度则有助于水土生态环境的保护和治理。针对我国矿产资源开发水土保持补偿制度现状,分析存在的问题,借鉴美国、澳大利亚、英国和德国等国家的水土保持补偿实践经验,提出改进我国矿产资源开发水土保持补偿制度的具体建议,包括建立健全法律体系、完善相关预防监督机制、加大补偿资金投入并规范资金使用等。
Soil and water loss caused by mineral resources exploitation would endanger the soil and water ecological environment,and the compensation system for soil and water conservation would contribute to the protection and control of the ecological environment.In view of the current situation of compensation system for soil and water conservation in mineral resources development in China,the existing problems were analyzed,and the practical experience of compensation for soil and water conservation in the United States,Australia,Britain and Germany was used for reference.Specific suggestions were put forward to improve the compensation system for soil and water conservation in mineral resources development in China,including establishing and improving the legal system,improving the relevant prevention and supervision mechanism,increasing the investment of compensation funds and standardizing the use of funds.
