摘要
通过对水土保持生态补偿理论的分析,结合国情探讨了补偿机制的框架构成、规划重点保护区、明确补偿主体与原则、强制实施方法与策略。在水土保持生态补偿机制的实施过程中,应进行广泛的调研,以形成准确的补偿依据,增强宣传力度,不断强化法律体系的建设以及加大资金的投入等策略,方可保障水土保持生态补偿机制有效落实。
Based on the ecological compensation theory for soil and water conservation, the compensation mechanism which could adapt to China;s actual conditions is discussed, including the framework and composition, planning of the key protection areas, determination of the compensation body and principles, and compulsory implementation methods and strategies. In the practical implementation of the ecological compensation mechanism, extensive investigation should be carried out to get the accurate compensation basis. Also, the publicity work, the construction of relative legal system, and the investment should be emphasized to assure the successful execution of the compensation mechanism.
