摘要
高质量高等教育公平是我国高等教育综合改革的内在追求。高质量高等教育公平包括权利公平、机会公平和效果公平,其纵向尺度分为"合格"、"良好"和"优秀"三种水平,横向的联系包括优质高等教育公平和特质高等教育公平。高质量高等教育公平的本质特点是以促进公平为价值取向,以提高质量为改革重点,不断满足学生接受高质量高等教育的需求,体现了从"有大学上"到"上好大学"的转变。实现高质量的高等教育公平,需要在扩大优质高等教育增量、挖掘优质高校存量、保证高等教育质量的基础上推动高等教育内涵式发展。
High quality higher education equality is the inherent pursuit of Chinese com- prehensive reform of higher education. The content of high quality higher education equality includes equity of right, opportunity and f effect. The vertical scale of high quality higher education equality is divided into three levels： ＂qualified＂, ＂good＂ and ＂excellent＂, and its horizontal connections include good quality of higher education equity and special quality of Higher Education. The essential characteristic of high quality higher education equality ori- ents on promoting fair value and focus on improving the quality so as to meet the needs of high quality and higher education, which reflects the change from having chance to enter uni- versity to enter good university. On realizing high quality higher education equality, we need to expand the quality of higher education, Mining quality colleges and Universities, guaran- tee quality of higher education, basing on which we can promote the development of higher education.
