摘要
为切实推进基础教育"减负增效"改革,科学评判学生课业负担,有效引导学校与教育管理部门转变教学方式、评价方式,安徽省教育厅委托第三方专业评估机构评测,对省域内义务教育阶段学生课业负担进行测量。分析2014年度2次测量的数据,结果显示:学生课业压力处于中等水平,但学生在校上课时间过长,体育锻炼时间不足,家校双方都过度关注考试成绩等,学生的身心健康发展受到影响。针对问题相应提出咨政措施:切实转变教育观念,规范中小学办学行为,从制度上遏制"负担重才能质量高"的思想苗头,辅以发展性评价为主体敦促教学改革与考评制度改革,推动教师、家长、学生的"三边互动",以家校协同教育提升教育质效。
In order to reduce students' schoolwork burden and to increase their learning efficiency, and effectively help schools and educational administrative organizations to shift their teaching and assessment modes, the professional evaluation agency commissioned by Department of Education of Anhui Province made a survey of students' schoolwork burden in the compulsory education stage within Anhui province. Through the analysis of the statistics collected twice in 2014, findings show that students' schoolwork burden is within intermediate level, but the time for students to stay at school is a bit longer without enough physical exercises. Both parents and schools pay excessive attention to the test results, which affects students' physical and mental development. Some measures to take: educational concept should be changed and the behaviors of running middle and primary schools should be regulated to curb the tendency that heavy schoolwork burden can lead to better achievements. In addition, the teaching and evaluation reforms should be encouraged with the developmental evaluation as its core, promoting interactions among teachers, parents and students based on school-parent collaboration so as to increase educational effect.
