摘要
公共体育场馆服务民营化改革并不意味着政府的退出和转移管理职能,而是明确政府的执政理念,以角色转变为基础,调整政府的职能重心,进一步优化和完善政府职能权限和管理机构,完善法律法规和政策,建立合理的政府规制机制,提高市场有序竞争,迅速由公共服务经营者向服务利益保障者的角色转变,促进我国民营化改革健康顺利地发展。
The reform of public sports service privatization does not mean that the government＇s exit and transfer management function,but the government＇s governing idea,on the basis of role transformation,adjust the government function of center of gravity,further optimize and improve the functions of the government authority and management mechanism,perfect the laws,regulations and policies,establishing reasonable government regulation mechanism,and orderly competition,improve market rapidly by the public service operators to the change of the role of service interest indemnitor,promote China＇s privatization reform healthy and smooth development.
