摘要
在公共体育服务领域推广应用公私合作伙伴关系(PPP)利于克服政府财政压力大、市场资源转化效率低的问题,成为提高公共体育服务治理效率的新突破口。运用文献资料法、案例分析法与定性比较分析法,从理论框架构建与实证分析2个角度切入,选取22个公共体育服务PPP项目代表性案例作为研究对象,通过研究我国公共体育服务PPP项目治理效能评价与生成路径,为我国公共体育服务PPP项目的可持续发展提供理论支撑。研究发现,影响我国公共体育服务PPP项目治理效能的组态因素,包括:机制因素、组织因素和环境因素,三者交互影响,形成4类条件组态模式,即内外联动模式、机制主导模式、组织主导模式和环境主导模式。并且,按照东部地区与中西部地区进行区域划分,研究不同社会均衡水平下公共体育服务PPP项目高效能治理的生成路径。研究结果表明:规范的监督问责机制是公共体育服务PPP项目高效能治理的必要条件,而不同的社会均衡发展水平对公共体育服务PPP项目的落地生根具有一定的约束作用,即不同地区的公共体育服务PPP项目治理会生成“依赖”和“创新”2条完全不同的路径。当然,公共体育服务PPP项目实现高效能治理仍然需要健全完善机制建设、重视组织结构革新、优化市场经营环境。
The promotion and application of public-private partnership(PPP)in the field of public sports services effectively helps to overcome the problems of high financial pressure on the government as well as low efficiency in the transformation of market resources.It has become a new breakthrough in improving the governance efficiency of public sports services.This study uses methods of literature review,case study and qualitative comparative analysis from two perspectives:the theoretical framework construction and empirical analysis.Twenty-two representative cases of public sports service PPP projects are selected as research objects to study the evaluation and generation paths of governance effectiveness of public sports service PPP projects in China,so as to provide theoretical support for the sustainable development of public sports service PPP projects in China.The study finds that the grouping factors affecting the governance effectiveness of PPP projects for public sports services in China include mechanism factors,organizational factors and environmental factors.These factors interact with each other and eventually form four types of configuration patterns:internal and external linkage pattern,mechanism-led pattern,organization-led pattern and environment-led pattern.Additionally,the study explores the generation paths of high-performance governance of public sports service PPP projects under different social equilibrium levels by dividing the regions into the eastern and central-western region.The findings show that a standardized supervision and accountability mechanism is a necessary condition for the effective governance of public sports service PPP projects.Different levels of social equilibrium development have a certain constraining effect on the implementation and establishment of public sports service PPP projects,which means that the governance of public sports service PPP projects in different regions will generate two completely different paths:“dependency”and“innovation”.In summary,achievin
