摘要
分析了国内外林地认定标准的差异及其根源,提出在划清现状与规划关系的基础上,以土地覆盖和土地利用现状为基础,将生长有森林植被的土地认定为现状林地;以规划为基础划定林业用地,作为林业部门管理的土地范围,保障森林资源发展空间。其它部门管理的非林业用地上生长森林的为现状林地,可计入森林覆盖率。
The differences and the causes of the identification standards of forest land are analyzed. The relationship of the current situation and planning should be distinguished first. Based on the current situation of land cover and land use, the land where forest vegetation grows should be identified as forest land. Based on planning ,forestry land should be planned, and it should be managed by forestry manage- ment department to ensure the space of forest resources development. The un-forestry land where forest vegetation grows should be identified as current forest land, can be calculated and included into forest cover rate,but the land can be managed by other management department.
