摘要
文中以2015-2020年上海市森林资源“一体化”监测成果为数据基础,对上海市“十三五”期间森林资源动态变化进行分析研究,结果表明:“十三五”期间全市森林资源总量大幅提升,森林质量总体呈现上升趋势,但仍存在森林资源增长空间有限、森林结构不够完善、森林质量有待提升等问题。在此基础上,提出了5条建议:1)继续大力推进造林绿化,增加林地面积;2)持续强化林业制度建设,提升森林资源保护管理水平;3)科学开展森林分类经营,切实提升森林质量和综合效益;4)提升社会效益,提高市民的绿色幸福感;5)加快林业科技改革步伐,切实提升林业科技攻关水平。
With the integrated monitor data of forest resources in Shanghai from 2015 to 2020,the paper analyzes the dynamics of forest resources during the 13 th Five-Year Plan period.The results show that during the 13 th Five-Year Plan period,the forest resources in Shanghai increased significantly,contributed to the forest resources growth in every district,and the forest quality presents a growing tendency.But Shanghai is still challenged in terms of forest resources growth.Based on the analysis,corresponding countermeasures are proposed:1)Continue to vigorously promote afforestation and greening to fully tap the space for forest resources to grow;2)Continuously strengthen the forestry system establishment to improve forest resources protection and management;3)Carry out forest classification and management in a scientific manner for truly improving the quality and comprehensive benefits of forest;4)Strongly promote the eco-industry development to enhance citizens'sense of happiness;and 5)Accelerate the forestry sector's pace of science and technology reform pace to improve the ability of scientific problem tackling.
