摘要
互联网运用的突飞猛进,使淫秽物品犯罪成为一个严重的社会问题。针对淫秽物品犯罪的特性,现今全面禁止、严厉打击、运动式执法的刑事政策也必须调整为区别对待和堵疏结合、凸突显对青少年保护、注重长效治理的刑事政策。在淫秽物品犯罪治理的具体对策上,一要构建坚强的法律保障;二要提高政府部门的监管能力和水平;三要提倡民间社会的积极参与;四要加强国际间的合作互助。
With the rapid development of internet, crime of obscene articles has become a severe social pro-blem.Due to the characteristics of this crime, the present criminal policy which emphasizes complete prohibition, sever fighting for crime and sportive law enforcement is supposed to be replaced with a new one which can highlight different treatment for criminals, can stress the importance of both prohibition and prevention, and can advocate more protection for teenagers and establishment of a long-time mechanism to combat crime.As for the specific countermeasures against crime of obscene articles, we should do the following:First, establish tough legal guaran-tees;second, disentangle the management ability and level; third, call on the active participation from the folk;fourth, enhance the international cooperation.
