摘要
以北斗卫星导航系统为基础架构,自主研发我国的海上安全与通信系统,以更好地保障海上生命和财产安全,掌握核心安全数据信息,及时有效地应对重特大突发事件,实现时间域、空间域和数据域的三维信息通信与交互,为船舶提供全时域、全海域的高保密性以及连续可靠的通信、导航和监视服务。系统通过融合北斗导航定位系统和卫星增强系统两大资源,采用卫星无线电测定业务收发扩容技术、模块化开放式系统架构设计和基于北斗技术的海上安全与通信机制等关键技术,构建基于北斗技术的全球海上安全与通信体系。系统可实现全球海上遇险与安全通信、海上安全信息监控、区域选择性海上安全信息播发与接收、特别业务及海上常规数据通信等功能。开发该系统对提高船舶航行安全性、加强安全数据监控、保障海上生命和财产安全具有重要的战略意义。
To construct the maritime safety and communications system based on Beidou technology,which has independent intellectual property rights,will better guarantee the control of core security data information and the operations for protecting life and property at sea,as well as timely effective response to emergencies. Such a maritime security and communications systems is proposed,which supports three-dimensional( time,position and data) data communication and interaction,and provides secure continuous and reliable communication,navigation and surveillance services in all waters. The system,featuring open system architecture and modular design,is built on the basis of the resources of the Beidou satellite navigation positioning system and the satellite enhancement systems with Radio Determination Satellite Service( RDSS) technology. The Beidou-technology-based maritime safety and communication mechanism is also developed. The functions of the system include global maritime distress and safety communications,maritime safety monitoring,area selective maritime safety information broadcast and receiving,maritime routine data communication and special services.
