摘要 通用海道测量数据模型(S-100)及数据产品规范是国际海事组织审议、国际海道测量组织牵头、多国际组织和国家共同参与编制的技术标准,在全球具有强制性约束力。为了推进S-100在我国的实施落地,分析了S-1005.0.0版本中新增的互操作交换目录模型、协同图示表达、信息交换目录发现元数据及语言包特性,并从我国信息技术创新应用战略角度出发提出了推进S-100发展的建议。S-1005.0.0新增特性弥补了上一版本中尚未涵盖的技术空白,基于该版本其相应的数据产品规范具备了可应用级的标准成熟度,我国应在2025年前全面开展S-100等效标准制定,建立供需产业链,并推进S-100在e-Navigation和智能航运领域的应用。 The Universal Hydrographic Data Model(S-100)and data product specifications are technical standards reviewed by the International Maritime Organization,led by the International Hydrographic Organization,and jointly developed by many international organizations and countries.In order to promote the implementation of S-100 in China,this paper analyzes the Interoperability Exchange Directory Model,Harmonized Portrayal,Discovery Metadata and Exchange Catalogues and Language Packs characteristics newly added in S-100 version 5.0.0,and puts forward suggestions to promote the development of S-100 from the perspective of China’s information technology innovation and application strategy.The new features of S-1005.0.0 make up for the technical gap not covered in the previous version.Based on the applicable standard maturity of its corresponding data product specifications in this version,China should comprehensively carry out the formulation of S-100 equivalent standards by 2025,establish a supply and demand industrial chain,and promote the application of S-100 in e-navigation and intelligent shipping.
