摘要
平潭综合实验区承载着特殊的历史使命,其开放开发直接服务于中华民族的伟大复兴。但是,在中国特色社会主义法律体系已经形成的当下,其面临着诸多法制障碍,亟需进行法制松绑。由此,就平潭开放开发事宜进行授权立法成为实践的渴求;同时,为了推动授权立法顺利实现,必须对相关工作有周全的考虑。
Pingtan Comprehensive Experimental Zone holds special historic missions. Its opening-up and exploitation is at the direct service of great rejuvenation of Chinese nation. But under the present situation that socialist legal system with Chinese characteristics has formed,Pingtan Comprehensive Experimental Zone is facing many obstacles of legal institution which needs urgently delegation。Therefore,It becomes desire for promoting the opening-up and exploitation of Ping tan Comprehensive Experimental Zone to strive for legislative authorization on its opening-up and exploitation from NPC and its Standing Committee. Meanwhile,to realize legislative authorization also needs careful consideration.
