摘要
以甘肃J县1985~2012年代课教师工资收入数据为基础全面描述代课教师的工资水平,并选取农民人均纯收入、教育行业职工平均工资、社会平均工资、人均国民生产总值四个指标与代课教师的工资进行对比分析,指出代课教师是目前农村社会中经济收入上最为弱势的群体,而且制度缺失是造成代课教师工资水平低下的根本原因。最后,提出将优秀代课教师纳入公办教师队伍,按劳动力市场价格确定代课教师的劳动报酬,建立健全代课教师合理流动的体制机制,进而改善他们的经济收入状况。
Based on data of salary incomes of J County from 1985-2012 and four index including per capita income ofpeas-ants, average salary of education industry, average salary in society and gross national product per capita to compare withthe salary of substitute teachers, the author described the salary level of Western rural substitute teachers in detail and arguesthat substitute teachers are the weakest group in incomes, and lack of polices is the reason for low salary. Therefore, weshould receive excellent substitute teachers into public teachers, to decide their salary level according to the market price andset up rational mechanism of exchanges in order to improve their economic incomes.
