摘要
过去近20年的时间里,美国对中美长期战略关系的认识与表述反映在几任美国总统的对华战略愿景之中,从克林顿的"建设性战略伙伴关系",到小布什的"负责任的利益攸关方",再到奥巴马初期的"战略再保证"。但在奥巴马中、后期美国并没有提出新的对华战略愿景的表述,除了美外交操作和行事风格层面的原因外,更多反映的是中美战略竞争加剧的现实。未来美国重新提出对华战略愿景的可能性不大。从中国方面讲,应坚守"新型大国关系"的精神实质,努力把握中美战略关系的大方向。
In the past two decades,US perception and narrative of long-term US-China strategic relations have been reflected in US presidents' visions of China,including Bill Clinton's constructive strategic partnership',George W.Bush's 'responsible stakeholder' and Barack Obama' s 'strategic reassurance'.However,in the later part of Obama' s presidency,there has been no further narrative of such strategic vision of the bilateral relations.Apart from the operational-level reasons and foreign policy style,this reflects the fact of increasing China-US strategic competition.In the near future,the US is not likely to shape a new vision and interpretation of its China strategy.China should stick to the essence of 'new type of major country relations' and take hold of the direction of China-US strategic relations.
