This article focuses on the issue of revisionist state in international politics. The author argues that the prevailing view of equating rising powers with revisionist states and hegemony with status quo state is quite groundless. To better define the concept of revisionist state, the author endeavours to develop a criterion that is mainly based on a state's attitude towards the existing international order rather than on its raw power. Then based on the criterion the author argues that U.S. behaviors since the Cold War, especially after September 11, have demonstrated an increasingly revisionist trend.
