摘要
在影响维和行动成败的诸多因素中,会员国尤其是大国的政治意愿是其中重要的一项。以美国为首的西方国家一直在维和领域占有优势地位,尽管近年来减少了向联合国任务区派员,但在政策制定层面依然拥有大部分话语权。亚、非、南美等地的新兴维和大国对参与联合国维和行动越来越积极,并提供了最大数量的维和人员,但存在不少弱点,制约着维和行动的成效。中国在维和行动中起着重要而特殊的作用,表现在实地、理论及政治等多个层面。联合国需对各国政治意愿有清晰的认识,使各方力量形成合力,保障维和行动的成功。
Among the factors that affect the success of UN peacekeeping operations (PKOs), political will of mem- ber states (especially that of major countries) is an important one. The US and some other western countries have dominated peacekeeping since the latter' s establishment. Although sending much fewer peacekeepers to UN missions in recent years, these countries still enjoy more discourse power in policy -making. Rising powers in Asia, Africa and South America are taking an increasing interest in UN PKOs, and contribute the largest number of peacekeep- ers. But these contingents have some weak points, which negatively affect their work in the field. China, being a permanent member of the UN Security Council, is playing an important and unique role at many levels, including the field level, academic research and global politics. The UN needs to understand and coordinate the political will of its member states and make united effort to ensure the success of PKOs.
