从我国专业市场三十多年的发展历程看,专业市场建设和发展已经超越交易平台、交易组织和规则构建,为我国市场经济制度建设、工业化与城市化模式注入了全新的内容。目前,随着我国步入工业化中后期,有些专业市场功能和地位趋向衰退,但也有很多专业市场仍然保持快速扩张态势,并呈现出蓬勃的生命力。为更好地应对无形市场、国际贸易等方面挑战,推动我国专业市场转型升级,必须清楚认识我国专业市场兴衰规律,探索一条不同于西方发达国家的专业市场发展道路。首先,内生报酬递增机制与持续制度优势将延长传统市场生命周期,制度创新使我国专业市场有可能成功跨越"专业市场消亡"的历史宿命;其次,专业市场与产业集群互动机制在推动区域经济发展、不断深化分工、推动产业升级的同时,推动专业市场内涵和外延持续扩张;其三,完善的市场治理机制和相应的公共政策是解决"柠檬市场""公地悲剧"等问题的关键,专业市场治理应重视政府参与和市场自律体系构建以及市场品牌、质量维护和提升机制构建;其四,专业市场需要探索与现代信息技术、现代流通方式、现代商业业态融合的发展路径,促进专业市场向现代商贸转型。
From the development history of China＇s specialized markets,the construction and development of these markets has surpassed the construction of transaction platform,organization and rules,and they introduced brand new contents to the pattern of institutional development of China＇s market economy,industrialization,and urbanization. At present,when we are entering the middle and later periods of industrialization,though the functions and position of some specialized markets are declining,some other specialized markets are expanding and demonstrating their thriving vitality. To better answer challenges brought by intangible market and international trade and promote the transformation and upgrade of China＇s specialized markets,we have to fully understand the rule of rise and decline of China＇s specialized market and explore the development way for China＇s specialized markets,which is different from that of other western developed countries. First,theendogenous rising returns mechanism and the sustained institutional advantages will extent the life cycle of traditional market,and institutional innovation will make China＇s specialized market to successfully avoid the historical predestination of extinction. Second,the interactive mechanism of specialized market and industrial cluster will promote the regional economic development,deepen labor division,promote industrial upgrade,and promote the sustainable expansion of specialized market. Third,the perfect market governance mechanism and related public policy is the key for us to solve the problems of＂Lemon Market＂and＂Tragedy of the Commons＂;government participation,the construction of market self-discipline system,the maintenance of market brand and quality,and the institutional promotion should be paid attention to in governing the market.
