从“幽灵之舞”到“自决之路”——美国印第安人高等教育政策的演进

From "Ghost Dance" to Self-Determination:Evolution of Policies for Native American Higher Education in the United States

摘要 美国印第安高等教育政策的发展历史中,联邦在各时期通过的立法无疑是其重要的影响因素。美国的相关立法贯穿了印第安争取高等教育平等权利的斗争历史,使美国的印第安人高等教育发生了从哭泣之路上的强制同化政策、印第安新政再到"自决之路",承认印第安高等教育权利平等的巨大变化。其政策制定随着政治、经济、社会、文化的时空改变,有其自身的历史脉络,其政策制定的利益主体是交互影响的,政策在印第安传统文化问题上不停反复,政策制定也并非直线前进,而是多头并进的。 Federal Native American education legislation established in different historical periods has exerted great influence upon the development of Native American higher education in the United States. The fight for equality in higher education for Native Americans,from forced assimilation to self-determination,was not easy and could not be possible without related legislation and policies. Policies for Native American higher education in the United States have evolved in a non-linear way,significantly affected by the socio-historical context and interaction between various stakeholders as well.
