摘要
以上海市教育行政执法的创新之举为契机,分析我国教育行政权力配置存在着教育决策权力集中化、教育执行权力分散化、教育监督权力形式化、教育评价主体单一化等问题。以西方新公共管理理论为理论指导、以社会第三方中介组织为实践运行载体,构建科学、民主、规范、合法的教育决策制度,建立刚柔相济的教育行政执行体系,构筑内外部相结合的教育监督机制,形成社会中介组织承接政府部分相关职能的长效机制,建立教育行政权力"管办评"既相互分离又相互制约的动态制衡与反馈机制。
Taking the innovation education administrative law enforcement in Shanghai as an opportunity,analysis our country exists some problems,such as education decision- making power centralize,education executive decentralize,education supervision power formalize,single subject of education evaluation,etc. Taking western public management theory as the theoretical guidance,the development of social intermediary organizations as the practice running carrier,to build a scientific,democratic and legal education decision- making system,to establish a sofe education administrative enforcement system,to construct the combination of internal and external education supervision mechanism,to form the long- term mechanism which social intermediary organization undertake the government functions of education evaluation,to establish the dynamic balance and feedback mechanism of the separating the government authorities,management and assessment.
