摘要
农村环境污染治理已经刻不容缓,而以政府为主导的治理模式并没有收到理想的效果,主要原因在于忽视了农民的力量。村民自治是农村群众管理公共事物的制度创新,是服务"三农"工作的重要内容和手段,它有助于提高农民环保意识,控制农村污染情况,改善新农村生态环境。文章阐述了我国农村地区村民环境自治的理论基础和现实依据,并提出了充分发挥村民环境自治的措施建议,包括从立法上赋予村民自治组织环境管理权力,培育村民环保意识,政府提供政策支持和财政保障,制定并完善农村环保自治村规民约等。
It urgently needs to combat rural environmental pollution. But the government-led model has not received the ideal effect because of the neglect of the role of farmers. Villager autonomy is the institutional innovation of the public affairs management in rural areas. With the important content and means of three rural issues, Villager autonomy helps to improve the environmental awareness of the farmers, control rural pollution and improve the new rural ecological environment. In this chapter, the theoretical underpinnings and practical basis of environmental villager autonomy in rural areas of China are expounded. And some related measures are also put forward to give full play to the role the villager autonomy including regulating rights of the villager organizations＇ environmental management, cultivating the villagers environmental awareness, providing policy and financial support and establishing rules and regulations for the village and villagers pledges.
