摘要 21世纪全球经济一体化进程加快,竞争将由企业间逐渐转移到供应链之间。如何落实企业节能减排,加快实现我国企业低碳转型,打造低碳供应链已经成为现阶段政府和企业首要的任务之一。本文在此视角下,首先,运用层次分析法,建立企业低碳供应链绩效评价指标体系;其次,依据企业低碳供应链绩效评价指标体系,以天津市为例,运用层次分析法和数据包络分析模型测量低碳供应链的绩效效率。研究结果表明:第一,天津市居民的低碳理念很强,但却与低碳供应链的发展水平不成正比;第二,天津市的低碳供应链不完善,导致有些年份有效而有些年份无效;第三,天津市的低碳供应链运营一直处于规模效率递减的状态。通过上述研究可以更好地促进我国低碳供应链的发展,对经济转型有重要的理论和实际指导意义。 Under the background of economic globalization, the competition between enterprises in the 21st century will gradually focus into supply chains. It has become the inevitable choice for domestic enterprises to implement green transforma- tion, and promote international competitiveness by building low carbon supply. In this paper, using AHP model, the author builds a low-carbon supply chain performance evaluation system. On this basis, taking Tianjin as an example, this paper uses AHP-DEA model to measure the performance efficiency of the low carbon supply chain. The results show that : firstly, low-carbon concept of Tianjin residents are strong, but it is not proportional with the level of low-carbon supply chain development; Secondly, low carbon supply chain of Tianjin is imperfect, in some years it is valid, in some other years it is invalid; thirdly, the scale effi- ciency of low carbon supply chain operations in Tianjin has always been in a state of diminishing. On this basis, it has good theo- retical and practical significance to better promote the development of low carbon supply chain in our country and the economic transformation.
