摘要
跨境野生动物非法贸易所具有的低风险、高收益等特性,使得职业化犯罪团伙涉足跨境野生动物犯罪。跨境野生动物犯罪,不但加剧大量珍稀野生物种濒临灭绝,危及生态环境安全,而且还破坏国家的边境管理、海关监管、金融监管等制度,危及国家安全和社会稳定。打击跨境野生动物犯罪团伙,要完善国内不同执法机构间的协调合作机制,从国家层面推动与周边国家(地区)间的协作。
The characteristics of high profits and low risks of Transnational Environmental Crime(TEC) make the professional criminals to engage in the cross border wildlife trafficking.This aggravates the speed of wild species extinction,endangers the biological environment and violates national regulations.For fighting against TEC,cooperation mechanisms between different law enforcement agencies are required to improve.
