摘要
研究分析了实施性规划与规划实施的相互关系,以深圳实践为例,指出编制实施性规划要将空间方案与制度设计相结合,规划运行的外部环境应包括实施主体、开发模式、土地制度和管理体制等制度要素,其是决定规划实施成效的重要原因。
The paper analyzes the relation between implementation planning and planning implementation, and suggests implementation planning integrate spatial proposal and institutional design, implementation environment includes subject, development model, land institution, and management system, and these factors decide the efficacy of planning implementation.
