摘要
国家级新区作为国家新的区域发展战略载体,起到了区域发展引擎的作用,但是国家级新区发展呈现明显的时空压缩特征,并且城市空间拓展的余地较大,近期空间布局存在较大的不确定性,这在客观上要求突出其近期建设规划的弹性。而近期建设规划作为总体规划的实施工具,需要突出对近期建设活动的引导和规范,明确规划期限内的用地布局和重点项目,满足刚性要求。文章通过分析弹性与刚性规划编制理念的适用性,立足于国家级新区空间拓展和规划引导的可行性,认为国家级新区的近期建设规划应在"多规合一"的平台上进行,一方面刚性地落实生态用地、重大基础设施用地;另一方面充分考虑新区发展的机遇性,弹性引导机会型项目落地,做好城市功能的弹性布局规划。进而,文章以南沙新区为例进一步验证和探索了国家级新区近期建设规划编制的理念与策略,以期对相关规划有所启示。
National new district is the carrier of national strategies and the engine of regional development.However,with obvious space-temporal compression character,national new district has narrow expansion space and uncertainty in immediate spatial layout,which requires flexibility in immediate plan.Immediate plan needs consider both regulation and guidance of immediate activities,such as land use and project programming.By an analysis of suitability of rigid and flexible concepts,the paper argues that immediate plan shall be carried out on the basis of multi-plan integration,in order to regulate land use on the one hand,and guide project programming on the other.Finally,the paper demonstrates the implementation of the concept in Nansha district immediate plan.
